Slots the Subprocessors menu into the NIST CSF 2.0 navigation shipped by lynx_compliance_navigation.

Without this bridge the menu is unreachable rather than merely misplaced. lynx_compliance_subprocessor_map parents its menu under the standalone Govern root, and lynx_compliance_navigation_govern deactivates that root once it has moved the Govern leaves into the CSF tree - so the Subprocessors entry inherits a deactivated parent and disappears from the app while the module is still installed and licensed.
