This is a thin bridge: the CNESST incident register is a standalone platform module, lynx_cnesst, since the obligation applies to any Québec employer, not just ones with field technicians. This module adds a Health & Safety page onto the core field.service.order for the pre-job checklist dispatchers already expect (toolbox talk, PPE, hazards) plus an optional incident section that, once something happens on site, escalates into a lynx.cnesst.incident linked back via work_order_id, so the safety officer investigates without re-typing what the technician recorded.

Safety skill rows — seeds ASP Construction card and SIMDUT/WHMIS as hr.skill rows under a new Safety category so dispatch can require them on a work order.
Health & Safety menu — a submenu under Field Service linking to lynx_cnesst's own incident action, so dispatchers reach it without leaving the Field Service app.
