Lynx Project - HR Bridge
Department-aware project scoping. A project bound to one or more hr.department records is only readable by employees of those departments (plus the existing project member / manager paths). Tasks cascade through their project_id automatically.

Project-to-department mapping - project.project gains a departments M2M.
Cascading task scope - project.task respects the parent project's department_ids without needing its own field.
Additive read rule - existing project access paths (follower, member, manager) are untouched; the new rule only widens read for in-department employees.
Empty = legacy behavior - projects with no department_ids follow the original ir.rules exactly.
