A change request knows the services it touches and, through lynx_change_management_product, the products those services deliver. This closes the last hop: who currently holds those products, so the customer list on an RFC can be proposed from the ledger instead of remembered by a person.
Why sale.order.line
It is the common denominator. A subscription in Odoo 19 is a sale order with a recurring plan, and a one-off cloud purchase is a sale order too, so both leave a line naming the product. Reading a subscription model instead would only cover the subscription case.
What counts as "holding" the product
Only confirmed orders. A subscription additionally has to still be running: progress or paused, and not past its period end. A quotation, a cancelled order and a closed subscription are not an entitlement, and the point of the list is to write to people the change will actually reach.
It proposes, it does not decide
The suggestion is added to affected_partner_ids, never substituted for it. Somebody put those names there on purpose, and a derived list that silently replaces a deliberate one is worse than no derivation at all.
