Lynx Compliance - Navigation

Reorganises the Compliance app into the NIST CSF 2.0 functions - Dashboard, Govern, Identify, Protect, Detect, Respond, Recover, Prove (Auditor Hub), Configure - so the team navigates the way auditors and CISOs already think about controls.

Each lynx_compliance_* module ships its own top-level menu. With the full suite installed that produced 19 sibling tabs and four-level deep duplicates ("Govern" + "Governance", "Privacy" + "Privacy & Data"). This module ships the authoritative CSF-shaped top-level tree and auto-installs for any compliance tenant. Companion lynx_compliance_navigation_<module> bridges then re-parent each feature module's leaf menus into the tree, one section at a time, as their modules are installed.

Auto-Installation

Installs automatically once lynx_compliance is present - that is, for every compliance tenant. It only owns the CSF-shaped top-level menus; per-module leaf placement is handled by the auto-install lynx_compliance_navigation_<module> bridges.
