Lynx Compliance - Navigation Bridge: SBOM

Slots the Software Bill of Materials menu into the NIST CSF 2.0 navigation shipped by lynx_compliance_navigation. Supply-chain inventory is a Govern concern, so the SBOM register lands beside the vendor and subprocessor registers rather than in its own tab.

This is glue only. Without it the SBOM menu still works, sitting under the standalone Govern root that lynx_compliance_govern ships.

Auto-installed bridge - activates only when both lynx_compliance_navigation and lynx_compliance_sbom are present.
Glue only - it moves existing menus and adds no models, fields or records of its own.

Auto-Installation

Auto-installs when both lynx_compliance_navigation and lynx_compliance_sbom are installed, and never loads on a tenant missing either. It carries no models and no data beyond the menu placement, so removing either dependency restores the standalone layout.
