Everything a Québec employer needs to run its obligations under the Commission des normes, de l'équité, de la santé et de la sécurité du travail (CNESST) — in an office, a warehouse, a store or a job site, whether or not the employer also runs field service.
It covers both halves of the obligation. The register and declarations handle what follows an accident: article 280 LATMP requires accidents that did not stop the worker beyond the day of injury to be recorded and signed by the worker, while a file that goes beyond that day becomes a claim with its own deadlines. The prevention and participation mechanisms handle what must exist beforehand — mandatory since 1 October 2025, and required to be in place by 1 October 2026.
Key Features
Register under article 280 — the worker's signature is modelled as the legal step it is, including a recorded refusal, and an entry cannot be closed unsigned. First-aid entries carry the report content the first aider owes: who, when, what injury, what care.
Declaration deadlines that run themselves — a serious event starts an immediate-notice and an 8-day written-report clock, the employer's 14-day indemnity period is derived from the injury date, and a daily check surfaces any file past a deadline.
Establishment-driven regime — obligations are assessed per establishment: below 20 workers an action plan and a liaison agent (ALSS), at 20 or more a prevention program, a health and safety committee (CSS) and a representative (RSS). Each establishment shows what it still owes.
Prevention program and hazards — one instrument for both sizes, with the annual review and the three-yearly CNESST form tracked separately, and psychosocial risks enforced as a mandatory category.
Committee with a real cadence — six meetings a year until 30 September 2026 and nine from 1 October 2026, at least one per quarter, minutes required after every meeting and protected for the five years they must be kept.
Designations with the training clock — RSS, ALSS and committee members each carry the mandatory CNESST training due within one year of designation, with reminders before and after the deadline.
Temporary assignment — light duties cannot start until the treating physician has authorised the specific task and the worker has been informed.
